SCANA Corp. promoted William B. Timmerman, president, to COO. John L. Skolds, senior v.p. of generation at SCANA subsidiary South Carolina Electric & Gas, became president and COO. Skolds replaces Bruce D. Kenyon, who left the company to become president of Northeast Nuclear Energy Co.

James T. Egler was promoted from president of Equitable Resources Inc.'s marketing division to CEO of Equitable Gas Co., a regulated subsidiary.

Transcontinental Gas Pipe Line Corp. promoted Bob Bahnick to v.p., operations & engineering.

Three separate utilities have formed subsidiaries:

s The Columbia Gas System, Inc.'s new unit, Columbia Service Partners, Inc. will market new, nongas needs to homeowners and businesses, including warranty, fuel management, and gas-line repair services.

s Brooklyn Union's new gas marketing affiliate, KeySpan Energy Services, Inc., will buy and sell gas and provide transportation and related services, first to commercial and industrial customers, then to aggregated commercial and residential customers.

The U.S. Department of Energy will make $15 million in grants available to those willing to buy early versions of market-ready fuel cells. DOE will provide $1,000 per kilowatt, or up to a third of costs. Assistance will target buyers that want to purchase between 100 and 3,000 kilowatts. The Tennessee Valley Authority (TVA) plans to take its first-ever private company partner to convert the Bellefonte Nuclear Plant. The two-unit plant, near Hollywood, AL, will likely be finished as a gas-fired facility. The decision not to complete the units as nuclear plants ended a 28-year policy of nuclear construction at TVA.

South Carolina Electric & Gas Co. began operating its $411-million, 385-Mw Orangeburg County plant January 15.

Pending the approval of state regulators, Puget Sound Power & Light Co. and Washington Energy Co.

The prospect of deregulation has induced a wave of mergers among electric utilities. Most of these mergers would fail an antitrust review because, by combining generation assets of interconnected utilities, they have substantially reduced potential competition in generation.

Three company alliances offer utilities new tools to help customers use and save on energy:

s AT&T and Andersen Consulting have developed a prototype communications system that allows utilities to offer home security, electronic billing, real-time pricing, and other energy management services.

s A new company formed by Ameritech Corp. and Wisconsin Energy Corp.

Public utility stocks showed no signs of letting up during the fourth quarter of 1995. The Public Utilities Stock Index rallied a brisk 234.66 points, or 6.38 percent, to close at 3910.01. Not to be outdone, the Dow Jones Industrial Average gained 355.86 points, or 7.47 percent, to close at 5117.12, and the S&P 500 Stock Index climbed 34.21 points, or 5.88 percent, to close at 615.93.

Major restructuring is expected to hit investor-owned utilities (IOUs) over the next decade. Competitive market forces, in place of rate-of-return regulation, will require many companies to evaluate their resource allocations. No longer will singular adjustments in resource use suffice when both capital and labor resources must be realigned.

Sherrie Rutherford was named v.p. and general counsel of NorAm Gas Transmission, the pipeline and gas marketing subsidiary of NorAm Energy Corp. She succeeds Dale Earwood, who was promoted to president, NorAm Field Services.

MCN Corp. named Thomas J. Connelly director, investor relations. He previously was director, project finance.

Michael R. Weber was named manager, environmental affairs, for CMS Generation Co., the independent power subsidiary of CMS Energy Corp.

H.J. "Jim" Mellen, Jr. was named CEO of MDU Resources Group Inc. He will retain his current position as president. Mellen replaced John A. Schuchart, who will continue as chairman of the board.
