Who's Who Among Energy Service Providers

ENERGY SERVICE PROVIDERS ARE LISTED BY THE DOZENS on public utility commission Web sites, often with direct links to the companies themselves. Even so, picking out 10 to watch for their commercial and industrial activity isn't an easy task.

There's no reliable volume data. There's no organization rating the services each of these vendors offers. The ESPs themselves are either reticent about disclosing data or overly boastful. There's no ready apples-to-apples comparison of ESPs available for prospective C&I customers. Still, who is who among ESPs is a legitimate question.

New York Utilities Ask for Market-Based Rates

Six out of eight members of the New York Power Pool have asked the Federal Energy Regulatory Commission to approve a request to provide electricity, installed capacity and ancillary services at market-based rates in the state's restructured market.

Included in the Aug. 15 filing are market power analyses for individual members and a plan for monitoring the proposed New York ISO. According to the utilities, the analyses demonstrate that the market under the proposed industry structure will be workably competitive. They also support the market-based rate proposal.

N.Y. Fills "Vacuum" Asserts Wheeling Authority

The New York Public Service Commission has asserted authority to mandate direct-access pilot programs to give supply choice to energy consumers, noting that state authority is crucial to filling a regulatory "vacuum," since the Federal Power Act withholds authority from the Federal Energy Regulatory Commission to mandate retail wheeling.

CalEnergy Halts Hostile Takeoveer Attempt

CalEnergy Company Inc. subsidiary CE Electric Inc. in mid-July appeared poised to take over New York State Electric & Gas Corp. But NYSEG fought the hostile takeover and won.

Although NYSEG had asked the New York Public Service Commission and the Federal District Court for the Southern District of New York to intervene, in the end, CalEnergy cited "lack of shareholder support" as its reason for terminating its bid.

Far From Closure: No Consensus Yet on Accounting Proposal for Decommissioning

In aiming to make financial statements more meaningful, will FASB instead make them indecipherable?

By mid-summer, a total of 123 companies had cranked out some 574 pages of comments, detailing exactly what they thought of the accounting rules proposed by the Financial Accounting Standards Board to cover the closure or removal of certain long-lived assets. %n1%n The FASB's"Exposure Draft," issued early last year, had requested comments on eight issues. The respondents answered as requested, but also raised a host of new questions.

Marc W. Chupka, former special assistant to Energy Secretary Hazel R. O'Leary, has been promoted to acting assistant secretary for policy. He replaces Dan Reicher, now O'Leary's chief of staff. Melanie A. Kenderline was appointed deputy assistant secretary for House liaison in the office of congressional, public, and intergovernmental affairs.

MidCon Corp.'s president and CEO, John F. Riordan, was elected chair of the Gas Research Institute, succeeding Thomas L. Fisher of Northern Illinois Gas Co.

Top 14 R&D Players Named in Report

TECC Group, Inc. has identified 14 U.S. investor-owned electric utilities (IOUs) as major players in research and development (R&D), with expenditures in excess of $10 million. TECC's report, U.S. Electric IOU Research, Development & Demonstration Expense Comparisons 1994, places Southern California Edison at the top of the list ($64 million) and PECO Energy Co. 14th ($11 million). In between, in descending order, we find: Consolidated Edison Co.

FERC's Mega-NOPR: The IOUs Respond

It comes as no surprise that regulated investor-owned utilities (IOUs) hold divergent views on the restructuring of the electric industry. Size, generation cost, transmission access, customer loyalty, and the friendliness of state regulators all factor into their individual visions of restructuring.

N.Y. PSC Calls for Speed

The New York Public Service Commission (PSC) has proposed accelerated restructuring of the electric industry in Phase II of its "competitive opportunities" proceeding (Case No. 94-E-0952). The proposal calls for wholesale competition by 1997, retail competition by 1998, separating generation from transmission and distribution, and forcing utilities to absorb a portion of their stranded investment.

Moody's Investors Service believes the proposal has generally negative credit implications for New York's investor-owned utilities.
