Marc W. Chupka, former special assistant to Energy Secretary Hazel R. O'Leary, has been promoted to acting assistant secretary for policy. He replaces Dan Reicher, now O'Leary's chief of staff. Melanie A. Kenderline was appointed deputy assistant secretary for House liaison in the office of congressional, public, and intergovernmental affairs.

MidCon Corp.'s president and CEO, John F. Riordan, was elected chair of the Gas Research Institute, succeeding Thomas L. Fisher of Northern Illinois Gas Co. Named board vice chairman was Jack E. Little, president and CEO of Shell Exploration and Production Co.

Elizabeth "Betsy" Palmer, a former U.S. Department of Energy and White House staffer, was hired by NAC International as external affairs director for nuclear materials management and safeguards system.

The Electric Power Research Institute (EPRI) has chosen Randell W. Hardy as chairman. Hardy, CEO of the Bonneville Power Administration, replaces A. Drue Jennings, chairman and president of Kansas City Power and Light. EPRI also hired William A. Berry as CFO.

James W. Hart is the new marketing v.p. for Columbia Gulf Transmission Co.

Allegheny Power has hired Jersey Central Power and Light Co.'s regulatory and public affairs v.p., Michael P. Morrell. Morrell will serve as senior v.p. and CFO.

Donald R. Sinclair has joined Tenneco Energy as senior v.p., and president of Tenneco Energy Resources Corp.
