Nearly every major rate case over the past several years focuses some attention on removing subsidies running between rate classes.

Quicktrade, an electronic natural gas trading system created by Enerchange L.L.C. and Energy Exchange Inc., went on line January 8, serving multiple points in the Chicago area and Ventura, IA, as well as pooling points along Natural Gas Pipeline Co.'s interstate system. The computerized, real-time system allows buyers and sellers to trade gas 24 hours a day both in the United States and in Canada (through the Energy Exchange). Quicktrade enables users to instantly measure levels of supply and demand, determine price trends, and execute transactions.

Peter J. O'Shea, Jr. was named senior v.p. and general counsel at Consolidated Edison. O'Shea comes from ITT Corp., where he served as v.p.

At its first-ever annual meeting, held in Baltimore, MD, GISB also was gently chided and commended by James J. Hoecker of the Federal Energy Regulatory Commission (FERC): "I submit to you that GISB must not, in an attempt to please everyone, set standards at the lowest common denominator.

Dan W. Reicher was named acting assistant secretary for policy at the U.S. Department of Energy. Reicher has served as deputy chief of staff and counselor to Secretary of Energy Hazel R. O'Leary since 1993 and was a member of the Clinton-Gore transition team. Reicher replaces Jack Riggs, who left to take a senior position at the Aspen Institute.PECO Energy Co. selected William H. Smith III as v.p. and group executive of its new Telecommunications Group. Stepping into his seat as nuclear support v.p. is Drew Fetters.
