Evidence suggests a decision point at 6 cents per kWh, indicating that self-generation becomes a highly viable option at that price

WHAT ROLE SHOULD REAL-TIME PRICING play in a deregulated electricity market? Can it serve as an incentive to induce customers to remain loyal to their power supplier? How do customers respond to price changes carried out under RTP tariffs?

Real-time pricing programs are now being used as a proxy for market-based pricing.

Robert W. Shaw JR. IS A BETTING MAN. Shaw's Aretê Corp. venture capital fund has invested $100 million in energy technology. This year the Center Harbor, N.H., fund set aside $30 million to invest in micro-generation technologies. Already the fund has pumped hundreds of thousands of dollars into more than a half-dozen companies trying to develop microturbines, fuel cells and other promising small-scale generation.

"This is a hot corner," Shaw says.

Shaw bucks naysayers like Ralph Selvig of VentureOne Corp., a San Francisco firm that tracks the venture capital industry.

NO MORE METER MONOPOLY?

So they say. Many believe that utility control over electric metering exerts a chilling effect on retail choice in energy. They claim that competitive energy service providers cannot earn a high-enough margin on the commodity alone, but must offer companion services - metering, billing and value-added options.

Yet the road to competitive metering is pitted with potholes. Utilities, ESPs and private meter vendors and manufacturers can be found arguing over a raft of issues.

FERC Commissioner Vicky A. Bailey named Robert H. Solomon as her new attorney advisor for electric matters. Solomon has been with the Office of General Counsel since joining FERC in 1988. He has held key positions such as Deputy Assistant General Counsel for Electric Rates and Corporate Regulation.

AmeriGas Propane Inc. announced the election of Richard C. Gozon as director. Gozon will replace Robert C. Forney who recently retired. Gozon is executive vice president of Weyerhaeuser Co.

Shahid J. Malik was promoted from senior vice president and COO to president and CEO of Entergy Power Marketing Corp. Malik joined the company in February 1997.

Ameren Energy, Ameren Corp.'s new independent energy marketing and trading affiliate, named Shannon B. Burchett president. Burchett previously served as senior vice president of marketing with Duke/Louis Dreyfus.

As the U.S. electric power industry unbundles, the industry and its regulators grapple with two big questions concerning the degree to which distribution services should be unbundled. First, what groups of distribution activities can separate suppliers provide? Second, which of these groups of activities should be open to competition?

Looking at the unbundling experiences of Argentina, Australia, Canada, Chile, Norway and the United Kingdom sheds light on these questions. The distribution unbundling of the U.S. gas and telecommunications industries provides additional insights.

The Energen board of directors announced two promotions.

CNG Energy Service Corp. appointed Jeff Johnson senior vice president of integrated energy management. Jerome H. Dortmans was appointed vice president of financial trading and risk management.

Alan Wells was named senior vice president of finance and CFO for MidAmerican Energy Holdings Co. and its subsidiary MidAmerican Energy. Wells replaces Phil Lindner who announced his retirement. Wells also will continue to serve as president of the company's nonutility subsidiaries.

Fred D. Hafer assumed office as chairman of the Pennsylvania Electric Association.

POWER DISTURBANCES COST U.S. ELECTRIC CUSTOMERS about $26 billion each year: nearly three times the anticipated annual saving from deregulation.

Competition and restructuring will only turn up the pressure, as the grid carries more low-cost power over longer distances to a wider variety of customers.

Already we are seeing a rapid rise in wholesale power transactions. Some utilities now complete as many such transactions in one day as they previously made in one week. Overall, the value of wholesale transactions has increased fourfold over the last decade.
