Southern Co. chose Francis S. Blake to stand for election to its board of directors. Blake is an executive vice president at The Home Depot. Blake's election would bring the board to 11 members.

Mirant announced that M. Michele Burns is the company's new CFO and executive vice president, charged with leading the company's financial restructuring. Burns previously has been executive vice president for Delta Air Lines Inc. and a partner with Arthur Anderson LLP.

The Midwest Independent Transmission System Operator (MISO) hired John R. Bear as its first COO. Bear also will serve as senior vice president of the organization. Bear comes to MISO from Reliant Resources Inc., where he was president for the mid-atlantic and mid-continent Regions.

Former Edison Electric Institute (EEI) Vice President E. John Neumann joined USEC Inc. as vice president of government relations. He had been with EEI for nine years.

The Western Electricity Coordinating Council appointed Kwin Peterson as the council's communications specialist. Peterson has previous experience in arts-related marketing in Utah.
