Stabilizing California's Demand

The real reasons behind the state’s energy savings.

In 2006, the California legislature and governor positioned energy conservation and efficiency as the cornerstone of the state’s Global Warming Solutions Act. The Act mandates a 2020 statewide limit on greenhouse gas (GHG) emissions to 1990 levels. Compliance will be nothing short of Herculean: California will have to reduce per capita energy usage in a manner that accommodates continued brisk population growth and protects the state’s economy from economic dislocations and recessionary pressures.

SoCal Gas Adopts Monthly Pricing

Southern California Gas Co. (SCG) has begun using monthly forecasts to set prices for its core commercial and industrial natural gas customers, ending the practice of forecasting gas costs more than one year in advance and then computing the bill using a projected, annual weighted-average cost of gas (WACOG).

Monthly gas pricing is expected for residential customers when the California PUC reaches a decision in SCG's Biennial Cost Allocation Proceeding.

El Paso Files Capacity Turnback Settlement

El Paso Natural Gas Co. (EPNG) has filed a settlement at the Federal Energy Regulatory Commission (FERC) that resolves its general rate case with natural gas pipeline customers such as Southern California Gas Co. (SCG) as well as the question of who pays for unsubscribed capacity.

Months of confidential negotiations resulted in agreements with 95 percent of EPNG's customers, and with the California, Nevada, and Arizona commissions.

Transwestern Settlement Shares Risk

The Federal Energy Regulatory Commission (FERC) has approved a settlement involving Transwestern Pipeline Co. (TP) that puts both the pipeline and its customers at risk for relinquished pipeline capacity, and ties future rate increase to inflation. The settlement puts TP and its customers at risk for the 457 million cubic feet per day (Mmcf/day) of capacity that Southern California Gas Co. (SCG) will give up starting November 1, 1996. Firm customers will provide a short-term subsidy through a cost-sharing formula for the first five years.
