Natural Gas Retail Choice. Utility affiliates hold large market shares in natural gas customer choice programs, raising questions about the extent of true competition, according to a study released on Dec. 15 by the U.S. General Accounting Office. Participation varies by region, however, according to the report, "Energy Deregulation - Status of Natural Gas Customer Choice Programs."

In Pennsylvania, for example, three out of four programs showed very high shares for utility affiliates. The Equitable Gas Co.

Gas utility executives never tire of telling how the regulators won't let them make money any money selling gas.

Interstate Power Co., which distributes both gas and electricity in Illinois, laments that no one understands: "Almost all small volume customers do not realize that their local distribution company does not make any money on the sale of gas¼ even large transportation customers have difficulty dealing with the concept."

Earlier this year, the Federal Energy Regulatory Commission opened a discussion of issues facing the natural gas industry. Its aim? To set "regulatory goals and priorities" for the era following from Order 636, issued in 1992. %n1%n

To gather input, the FERC scheduled a two-day public conference. It asked for comments on a myriad of topics, ranging from cost-of-service rates to hourly gas pricing and services.

States Expand Gas Transportation Programs

Regulators in Michigan and Florida have taken steps to expand programs for transportation of customer-owned gas.

In Michigan, the state public service commission will test the idea of expanding transportation service to residential and commercial users for two gas distribution utilities, plus allowing some aggregation to meet volume requirements. In Florida, the PSC will explore the idea of aggregating facilities owned by different customers.

Michigan. Tests in Michigan will involve Michigan Consolidated Gas Co. and Consumers Power Co.

Gas DSM Programs Approved

The Florida Public Service Commission has approved a set of conservation programs proposed by Peoples Gas System Inc., the only natural gas local distribution company in the state required by law to offer such programs.

The LDC had recently updated its existing program evaluation data in conformance with new review criteria adopted by the commission in 1995. Checking each program for cost effectiveness, the commission permitted the LDC to use gas supply costs that were lower than those reflected in the company's purchased-gas adjustment rate.

LDC Aggregates Transportation Loads

The Florida Public Service Commission (PSC) has approved a proposal by Peoples Gas System, Inc. to make gas transportation service available to customers that use more than 500,000 therms of natural gas, in the aggregate, at multiple delivery points within its service territory. To qualify, the multiple facilities must be directly owned and operated in the name of a single customer of record. The rates will be the same as those charged under the otherwise applicable sales tariff, less the purchased-gas adjustment charge.
