Suzlon Group (Suzlon) completed the sale of the 240 MW Big Sky Wind Farm in Illinois to EverPower Wind Holdings, which was previously announced on April 9. Suzlon Group had recently acquired the Big Sky wind farm from Edison Mission Energy via their fully owned US-based subsidiary Suzlon Wind Energy Corp (SWECO). Suzlon and EverPower also agreed to a seven year service agreement, keeping SWECO involved in the project at the operations level.

Congestion on Trial

PJM and the crisis over FTR underfunding.

PJM’s latest crisis—the underfunding of financial transmission rights that we’ve seen over the last few years—pushes regulators right to the edge. How far do they trust wholesale power markets? Do they accept the idea, proven by a famous economist, that freely traded financial instruments can work just as well—better even—than firm, physical contract rights?

In PJM’s case, we are told, the problem occurs when too much negative congestion shows up in real-time balancing. But if congestion is bad, shouldn’t negative congestion be good?

'T' Party Revolt

Transmission expansion costs are spread unevenly, driving a wedge between utilities and regions.

Back in June, the Bismarck Tribune ran an interview with North Dakota Public Service Commissioner Tony Clark that showed just how difficult it is to build national consensus for renewable energy.

Kicked Off and On Schedule

Cal-ISO files a new market design, but has it traded efficiency for software?

Eyeing a launch date of November 2007, Cal-ISO at last has come forward with plans for revamping its widely disparaged wholesale market design. The formal proposal, known as the MRTU (Market Redesign and Technology Upgrade), was filed this past February at FERC.
