An industry booster looks at the forecasts for price and technology and sees some big "ifs" for modular, on-site and distributed applications.

I'm a believer from way back in using natural gas for modular, on-site and distributed generation. But I worry that we might be overselling it.

Certainly, the idea of a natural gas fuel cell in every home basement needs careful examination. Add to that the notion that we can replace much of our commercial power demand with gas-fired systems such as fuel cells and microturbines.

With a deregulating market, utilities must share their consumer data with energy marketers in their territories. CP&L + Florida Progress. Carolina Power & Light announced Aug. 23 that it would purchase Florida Progress Corp. for $5.3 billion in a combination that would create the nation's ninth-largest utility in terms of generating capacity, with $6.7 billion in annual revenues and 2.5 million customers in three states. CP&L would pay a premium (between 16.5 percent and 21 percent) over the pre-announcement share price of FP stock.

Collaring the Risk of Real-Time Prices: A Merchant Strategy for Utilities

Options and insurance each has a niche, but price collars are cheaper and more adaptable to market risk and customer behavior.

During the summers of 1998 and 1999, wholesale prices in the Midwest soared to $7,000 or more per megawatt, in comparison to a more typical summer price of $30 to $50 per megawatt. In a competitive environment, electricity suppliers - that is generators, utilities, marketers, etc. - will offer a variety of pricing products ranging from flat rates to real-time pricing (RTP). By varying degrees, price risk will be passed to the end-user.

Rate Differentials Revisited

Bigger payoffs for larger electric customers should surprise no one, says one exec, while a consultant blames the Fortnightly for obscuring the point.

It is not surprising that authors Bierman, Nelson and Stover ("Anomalies in Residential Electric Rates: Harbinger of Competition?" Public Utilities Fortnightly, July 15, 1999) found an increasing differential between residential and industrial rates. It also is not surprising that there is a correlation with deregulation activities. This situation is the natural result of competition causing subsidies to unwind.
