FERC Investigates ISOs

The Federal Energy Regulatory Commission (FERC) on January 24 held a technical conference on independent system operators (ISOs) and power pools, as part of its electric transmission open-access Notice of Proposed Rulemaking (NOPR). The FERC's question: Is it necessary in a competitive market for utilities to transfer control over transmission facilities to ISOs, and if so, what form should ISOs take? (18 CFR Part 35, Docket Nos. RM95-8-000 and RM94-7-001).

The Economics and Politics of Western Coal

Wyoming and Montana

are cracking Midwest coal markets,

despite local protectionism.

As pressures build steadily toward deregulation and increased competition between electric power generators, Western low-sulfur coal is emerging as the most economical fuel option for an increasing number of companies. The low cost of delivered fuel and avoidance of capital outlays offer attractive savings.

Virginia Worries About Native Load

Rapid developments in the electric industry, especially in wholesale markets, have prompted the Virginia State Corporation Commission (SCC) to extend its review of a utility's plans to add to its transmission system. Appalachian Power Co., an operating member of the American Electric Power (AEP) system, had asked the SCC for authority to construct a 765-kilovolt transmission line between substations in West Virginia and Virginia.

You've heard talk lately about the convergence of electricity and natural gas. That idea has grown as commodity markets have matured for gas and emerged for bulk power.

But some economists take a different view. They see the real convergence occurring between electricity and telecommunications. I'm not talking about the "smart house" or fiber-to-the-whatever. Instead, how is the product is created?

AEP Consolidates Nuclear Employees

American Electric Power Co. (AEP) plans to consolidate its Columbus, OH, nuclear generation management and support staff with the nuclear staff at its Donald C. Cook plant in Bridgman, MI. The relocation, scheduled for summer 1996, affects about 250 employees. About 50 positions

will be cut. Total employees in the AEP nuclear

organization will be reduced from about 1,300 to about 1,180, a 9.2-percent cut.

Marketing & Competing

When the Salt River Project (SRP) held a series of focus groups in 1994, one participant said he related to our products and services, and felt he received good value for his monthly payments. Unfortunately, a few questions later, we discovered that he did not live in our service area, his bill was higher than he thought, and he wasn't particularly pleased after all.

We were more than a little taken aback.

QF Wins W.Va. PURPA Complaint
