The Nuclear Regulatory Commission established the position of deputy executive director for Homeland Protection and Preparedness, naming William F. Kane to fill the role. Kane previously oversaw the offices of Nuclear Reactor Regulation, Enforcement, Investigations, and the Regions.

The Allegheny Energy Inc. board of directors named Florida Power & Light Co. President Paul Evanson its new chairman, replacing the retiring Alan J. Noia. Allegheny's interim president, Jay Pifer, assumed the duties of COO at Allegheny. Evanson had been with Florida Power and Light since 1992. He will be replaced temporarily by Lew Hay, chairman and CEO of FPL Group, until a permanent replacement is found.

Maryland Gov. Robert L. Erlich Jr. named state delegate Kenneth D. Schisler chairman of the Maryland Public Service Commission. Schisler succeeds Catherine I. Riley.

Allegheny Energy named David C. Benson its interim executive vice president, assuming the responsibilities of Allegheny Energy Supply President Michael P. Morrell, who will make use of the company's early retirement option program. Benson has been with Allegheny Energy for 25 years.

Cleco Corp. appointed Stephen M. Carter vice president of regulated generation. Carter earlier served as superintendent of Dolet Hills power station.

Virginia's State Corporation Commission (SCC) named Howard M. Spinner as director of its Division of Economics and Finance, replacing Richard J. Williams. Williams is retiring after 22 years with the commission. Spinner has been with the SCC since 1998.

The Western Electricity Coordinating Council board of directors elected Jack L. King as its chair and Ronald D. Nunnally and Tim Newton as vice chairs.

William J. Froehlich has been appointed director of the re-established Office of Administrative Litigation at the Federal Energy Regulatory Commission (FERC). Froehlich has been an attorney with FERC since 1975. As the head of the office, Froehlich will report directly to FERC Chairman Pat Wood III and the commissioners.

Allegheny Energy announced the election of two vice presidents. , vice president for corporate development, became vice president of Allegheny Energy Inc. , deputy general counsel, became a vice president of Allegheny Energy Service Corp. Dailey joined the company in 1991, and Burke joined in 1999.
