PG&E Corp. promoted G. Brent Stanley to senior vice president of human resources and Greg S. Pruett to vice president of corporate communications.

CalEnergy Co. Inc. announced that J. Douglas Divine will serve as vice president of project development for CalEnergy Americas. Divine will be responsible for managing the business development activities throughout the Americas Region.

James M. Stephens was named president of Providence-Southern LLC. Prior to joining Providence-Southern, Stephens was assistant vice president of Reed Consulting Group. Stephens replaces Caroline K. Tortolani as president. Tortolani will remain a consultant to Providence-Southern.

Rhonda Gebicke will replace Norman Carter as manager of minority business development for Potomac Electric Power Co. Gebicke was promoted from supervisor, minority business development and Carter was promoted to manager of PEPCO's economic development.

Richard A. Bilas, former California State University at Bakersfield professor, was named president of the California Public Utilities Commission. Gov. Pete Wilson (R) selected Bilas to serve a six-year term on the commission. Fellow commission members elected Bilas president of the PUC.
