A broad coalition of 30 utilities, environmental groups, and consumer organizations delivered a letter on September 18 to members of the Northwest U.S. Congressional delegation, asking for a comprehensive investigation of the Bonneville Power Administration (BPA): "We are concerned that individual actions, including BPA's rate proposal, fish-cap legislation, and other legislative initiatives such as the debt buyout, government corporation, and authorization for BPA to sell power outside the preference system may well miss the mark." Describing BPA's problems as "structural and far-reaching," the letter demands solutions that comport with the changing nature of the electric industry. The groups call for proposals for major structural changes to BPA. Utility signatories include PacifiCorp, Montana Power Co., Puget Sound Power & Light Co., Portland General Electric Co., Washington Water Power Co., and Idaho Power Co.
