The Florida Public Service Commission (PSC) has decided to expand interconnection for telecommunications switched-access service by requiring local exchange carriers (LECs) to offer virtual collocation services upon request. The PSC approved pricing flexibility in the form of zone density pricing for the new collocation tariffs. It also restructured rate designs for switched-access local transport to facilitate the LECs' ability to compete, finding that the move would not jeopardize LEC revenues or current rates for basic local services, given statutory limitations on the types of services competing-access vendors could provide. The PSC said it would consider in a separate proceeding whether to continue requiring LECs to impute switched access rates when setting toll charges.
