Gas Competition. Indiana finds that competition in the gas industry has "not directly benefitted" residential and small commercial customers, in first annual report to legislature on energy policy. July 1, 1996 (Ind.U.R.C.).

Gas DSM. Idaho cites declining need for demand-side management in light of new appliance efficiency standards. Tells Intermountain Gas Co. to end water heater rebates. Case No. INT-G-96-4, Order No. 26546, Aug. 1, 1996 (Idaho P.U.C.).

Gas Price Forecasts. Southern California Gas Co. may switch from biennial to monthly price forecasts in setting rates for gas-supply customers to mitigate mismatch between wholesale gas prices and retail gas rates. Application 96-03-060, Decision 96-08-037, Aug. 2, 1996 (Cal.P.U.C.).

Meter Readings. North Carolina revises rules for gas billing adjustments for incorrect meter readings: Utilities must refund overcharges for up to three years, but can backbill for only one year. Dkt. No. G-100, Sub 71, Aug. 1, 1996 (N.C.U.C.).
