Robert W. Foy replaced Charles H. "Bud" Stump as chairman of California Water Services Co. Stump, who has been with the company 45 years, will remain on the board. Foy, president and CEO of Pacific Storage Co., has been a CWS director since 1977.

The Gas Research Institute board of directors elected Christine A. Hansen and Stanley C. Horton as new members. Hansen, executive director of the Interstate Oil and Gas Compact Commission, joins GRI as an at-large director. Horton, of Enron Interstate Pipeline Group and Enron Operations Corp., becomes an interstate pipeline company director.

Georgia R. Nelson was promoted to president of Mission Energy Co.'s Americas Division and senior v.p. of worldwide operations. Previously, she was a senior v.p. at Southern California Edison. Mission Energy is a subsidiary of SCEcorp, the parent of SCE. Nelson succeeds Robert Dietch, who is retiring.

In another SCEcorp personnel change, William J. Heller joined the company as senior v.p. of strategic planning/ new business. Heller's hiring coincides with a reorganization to "streamline" the company. Heller comes from the Los Angeles energy practice of McKinsey and Co., Inc.
