Here are some highlights from the NASUCA Annual Meeting:
As RTOs, ISOs, and other regional markets continue to grow in size and influence, the governance processes of these organizations leave Consumer Advocates struggling to be heard. This panel discussed areas of governance and market operation that customers believe must be addressed, whether at RTOs, FERC, or through Congress aimed at developing a process to align these interests with customers of varying classes. The issues examined also impact areas that don't have regional markets but might one day.
NASUCA, President, Jackie Roberts: There is a bill in the House that would require everyone to be in an RTO. If you're not in an RTO, you're going to want to listen because this may be coming to your state soon. If you are, and you deal regularly with them, you know these are real issues.
Consumer Advocates of PJM, Executive Director, Greg Poulos: I've been working with a few NASUCA members, to develop this working draft of RTO governance concepts. The first one would be independence versus government agency action. RTOs are independent. They have a little different structure than you would expect from a government agency most of you are used to working with.
