State regulators are gathering in November in Puerto Rico for the 2026 NARUC Annual Meeting and Education Conference, bringing together professionals from across the energy and utility sectors for an action-packed event. These meetings are always informative and humming with activity.

Leading the conference is NARUC President Ann Rendahl, joined by First Vice President Jehmal Hudson and Second Vice President Katie Sieben. They make up part of NARUC’s Executive Committee.

Much of NARUC’s core work takes place across its ten committees, along with various subcommittees and Staff subcommittees. These bodies develop the key resolutions that drive NARUC’s advocacy efforts.

To preview what’s in store in Puerto Rico, PUF’s Paul Kjellander spoke with the chairs of three major committees: Commissioner Michael Bange of New Jersey (Water), Chair Steve DeFrank of Pennsylvania (Gas), and Chair John Hammond of Idaho (Electricity).

PUF’s Paul Kjellander: As you prepare for NARUC’s annual meeting in Puerto Rico, what are the key issues that the Committee on Electricity is going to be focusing on?

Commissioner John Hammond: Like the last few meetings, affordability is top of mind especially for residential customers. The definition of affordability may also have different definitions for different classes of customers.
