he primary mission of the New York State Department of Public Service is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State's residential and business consumers, at just and reasonable rates, while protecting the natural environment. It is the administrative arm of the New York Public Service Commission, and so PSC Chair Rory Christian also is CEO of the DPS.

That is why any discussion of utility regulation in New York State necessarily involves the PSC and the DPS. When Chair Christian announced appointment of Jessica Waldorf as Interim Executive Director of the New York State Office of Renewable Energy Siting (ORES), that was within DPS. She also is DPS Chief of Staff and Director of Policy Implementation, responsible for the development and implementation of regulatory policies in clean energy, utility regulation, and market innovation.

In short, Jessica Waldorf is busy. She took time from her packed schedule to discuss the latest she is working to achieve, which cuts across the DPS and PSC. Enjoy this conversation.
