The Electric Power Supply Association elected B. Kent Burton, senior vice president of policy and international government relations for Ogden Energy Group, its chair for 2000. Kenneth E. Randolph, senior vice president and general counsel for Dynegy Inc., was named EPSA's first vice chair, and Bill Mack, president and chief executive officer of Coastal Power Co., was named second vice chair.

EPSA also named Donn Salvosa manager of government affairs and Shannon Gordon manager of finance and administration. Salvosa previously was legislative clerk for the Commerce Committee of the House of Representatives, while Gordon managed all financial and accounting functions at the Association for Educational Communications & Technology.

Jerry J. Saacks was named president and CEO of Georgia System Operations Corp. Saacks comes to GSOC from Oglethorpe Power Corp., where he was chief operating officer, but he served as COO of GSOC in 1997 and 1998. Oglethorpe Power, GSOC and Georgia Transmission Corp. were formed as separate companies in the 1997 restructuring of Oglethorpe.

Dynegy Inc. appointed Donna Atchison president of Dynegy Energy Services and Milton L. Scott senior vice president and chief administrative officer of Dynegy Inc. Atchison is Dynegy's former executive vice president of commercial asset management, while Scott most recently was a partner with Arthur Andersen LLP.
