NorAm Energy Corp. has appointed Charles M. Oglesby president of the NorAm Trading & Transportation Group. NTTG includes NorAm's two pipelines, NorAm Field Services, and NorAm Energy Services. Oglesby was previously a v.p. of Coastal Corp. and president and CEO of Coastal Gas Services Co. William A. Kellstrom was promoted to v.p. of corporate business development. Kellstrom was previously president and COO of NorAm Energy Services, NTTG's marketing arm.

The Coastal Corp. has elected Richard G. Smead senior v.p. of its subsidiary, Colorado Interstate Gas Co. Before joining CIG, Smead held various positions with Tenneco Gas Pipeline Group and Washington Gas Light Co.

Niagara Mohawk Power Corp.'s board of directors has elected Albert J. Budney, Jr. president and COO. Budney succeeds John M. Endries, who announced his retirement last year.

William F. Hederman has joined Gas Technology Information, Inc. as executive director. Hederman was previously managing director of R.J. Rudden's Washington, DC, office.

Riaz Q. Siddiqi, a nationally recognized expert in retail and wholesale power markets, has joined CINergy Corp. as g.m. of market management services.

The Power Marketing Association has appointed Zak El-Ramly to assume the position of outgoing president Larry Weiss.
