Description

The Director of the Illinois Power Agency is responsible for implementing the objectives of the Illinois Power Agency Act (20ILCS 3855 et seq.) (“Act”) including:

•    Develop electricity procurement plans to ensure adequate, reliable, affordable, efficient, and environmentally sustainable electric service at the lowest total cost over time, taking into account any benefits of price stability, for electric utilities and for small multi-jurisdictional electric utilities.  
•    Conduct competitive procurement processes to procure the supply resources identified in the procurement plan.

Specific Responsibilities include:  

•    Present a power procurement plan to the Illinois Commerce Commission for review by the Commission, the affected utilities and other interested parties. Host workshops to discuss the
       procurement plan.
•    Demonstrate knowledge of the Illinois Power Agency Act
•    Make and execute agreements and contracts on behalf of the Agency
•    Hire employees deemed essential for the operations of the Agency
•    Hire consultants who are necessary to fulfill the Agency’s purposes
•    Establish procedures for monitoring the administration of any contract administered by the Agency
•    Implement accounting rules in accordance with State law
•    Promulgate rules necessary to carry out the purposes of the Act
•    Ensure that the Agency complies with all applicable laws


Experience:  Per the Act, the Director must have at least 15 years of combined experience in the electric industry, electricity policy, or electricity markets and must possess general knowledge of the responsibilities of being a director and managerial experience.

Education: Per the Act, the Director must have an advanced degree in economics, risk management, law, business, engineering, or a related field.  

Salary: The current salary is $103,800. The statute provides for an annual salary of $100,000 or as set by the Compensation Review Board.

The Illinois Power Agency operates as an independent agency subject to the oversight of the Executive Ethics Commission.  The Director is appointed by a majority of the commissioners of the Executive Ethics Commission, subject to Senate confirmation, for a term of two years.

Conditions of Employment: The Director shall not, for 2 years prior to appointment or for 2 years after he or she leaves his or her position, be employed by an electric utility, independent power producer, power marketer, or alternative retail electric supplier regulated by the Commission or the Federal Energy Regulatory Commission.

The Director is prohibited from: (i) owning, directly or indirectly, 5% or more of the voting capital stock of an electric utility, independent power producer, power marketer, or alternative retail electric supplier; (ii) being in any chain of successive ownership of 5% or more of the voting capital stock of any electric utility, independent power producer, power marketer, or alternative retail electric supplier ; (iii) receiving any form of compensation, fee, payment, or other consideration from an electric utility, independent power producer, power marketer, or alternative retail electric supplier, including legal fees, consulting fees, bonuses, or other sums.  These limitations do not apply to any compensation received pursuant to a defined benefit plan or other form of deferred compensation, provided that the individual has otherwise severed all ties to the utility, power producer, power marketer, or alternative retail electric supplier.
